Its up to SK abt having a reserved spot on the server, if he did do it though there would only need to be 1.
Reserved slots are usually put in place so an admin can gain acccess to a server if they need to, they are not issued on request.

I would use reserved slots as I could have the server say there is 10 players like there is at the moment and maybe 2 reserved slots. The only problem is since steam the server gets confused at times and reports a random max player. Ive seen the server say theres 32 players slots on the server. This of course means people try to join but get kicked. If they fix this bug ill put them back on. I havent actually seen this happen for a long time so it could be fixed by Valve. I'll give it another go at some stage and see if the problem still occurs.
