Since the last steam update this seems to be happening frequently. Most times ive been fixing it by shortening the MOTD for the map which is causing problems.
Another fix which is more reliable is to make sure you rate is at least 10000.
Now its suggested that only use this rate if your on a Broadband connection.
To change your rate just type "rate 10000" into the console. If you try to reconnect to the server you should find it lets you on.
