they just can't realese it at the right time
maybe because "persons" hack the source and make faster and better cheats like HL.
thats what i've found in the game play (http://www.pcgameplay.be) of a year ago.

Afaik, that's a global date SK.

Not sure how it will work with all the time zones etc, but I think that as soon as it's the 16th according to whatever zone they go by, Steam will unlock your pre-loaded copy.
